Harnessing Artificial Intelligence and Natural Language Processing for Transformative Public Health and Governance Research

The public health policy landscape is shaped by the dynamic interrelationship between legal, institutional, and regulatory frameworks, all of which play a crucial role in ensuring collective well-being and social protection. In recent years, growing attention has been focused on the critical need for governance mechanisms that not only address clinical and long-term care but also adapt to technological advances, evolving ethical standards, and the increasing complexity of public health challenges. This environment has given rise to vast, diverse bodies of clinical, legislative, and scientific texts, the interpretation of which is critical for promoting transparency, cross-sectoral collaboration, and policy consistency across jurisdictions. Despite an expanding body of research, obstacles remain regarding the integration and actionable understanding of these knowledge domains for policy development, system planning, and the achievement of equitable health outcomes.Recent advances in artificial intelligence, particularly Natural Language Processing (NLP) and computational text analysis—offer transformative opportunities for public health policy research. Studies demonstrate the capacity of NLP to automate the synthesis of regulatory, scientific, and clinical texts; map semantic trends in legislation and clinical guidelines; and clarify the translation between research findings and policy action. Notwithstanding these advances, persistent challenges include the effective translation of complex policy language into operational guidance, the harmonization of legal and scientific terminology across cultures and jurisdictions, and the real-world implementation of AI-enabled governance tools within diverse health systems. This Research Topic aims to advance the systematic application of NLP and AI-driven analytics to support public health decision-making, legal research, and policy implementation. The goal is to encourage innovations that illuminate how public health rights, obligations, and priorities are expressed and acted upon in policy, regulatory, and clinical documents, while empirically assessing the implications for health outcomes, system resilience, and equity. By bridging disciplinary perspectives—from epidemiology, legal studies, and computational science to public administration, this initiative promotes rigorous methodological development, real-world demonstrations, and the effective translation of evidence into impactful policy action. The scope of this Research Topic is focused on contributions that connect AI and NLP approaches to the systematic analysis, comparison, and synthesis of policy, institutional, clinical, legal, or regulatory texts relevant to public health governance. To gather further insights into this area, articles addressing, but not limited to, the following themes will be considered:• Comparative analysis of how public health priorities and disease classifications are framed within national constitutions, laws, and policy documents.• Semantic trend mapping and longitudinal study of policies, guidelines, and international health agreements.• NLP-driven monitoring and evaluation of policy adaptation during health emergencies and governance transitions.• Methods for enhancing the accessibility, simplification, and translation of legal and health information for diverse audiences.• Cross-jurisdictional comparisons of regulation, health policy, care models, and access criteria using computational analytics.• Large-scale synthesis and topic modeling of public health and biomedical literature to assess policy relevance and evidence gaps.• AI-assisted linkage of real-world clinical data to diagnostic and health system policy development.• Analysis of care pathways, reimbursement structures, and ethical foundations for complex and long-term care management.
