Resilient Cyber-Physical-Social Power Systems: Risk Assessment and Adaptive Strategies

The increasing integration of information and communication technologies, together with the growing participation of social actors and demand-side resources, is transforming traditional power systems into complex cyber-physical-social systems (CPSS). While enhancing operational efficiency and flexibility, this evolution also introduces multi-dimensional uncertainties and coupling risks across cyber, physical, and social layers. Under extreme events such as natural disasters, cyberattacks, or cascading failures, the vulnerability of these interdependent systems is significantly amplified, making conventional risk assessment and resilience enhancement approaches increasingly insufficient. There is therefore a pressing need for new paradigms that address the interconnected dynamics of CPSS-based smart power systems. This Research Topic aims to advance methodologies and practical strategies for risk assessment and resilience enhancement, with particular emphasis on extreme operating conditions, cross-layer interactions, and adaptive system recovery. This Research Topic focuses on the critical challenge of managing multi-dimensional risks and enhancing the resilience of cyber-physical-social power systems. Existing approaches often treat cyber, physical, and social dimensions independently, limiting their ability to capture cascading failures and coupled disturbances across interconnected infrastructures. The goal is to consolidate recent advances and promote the development of holistic, cross-layer frameworks capable of modeling interdependencies within CPSS-based smart grids. Contributions are encouraged that leverage emerging technologies such as machine learning, digital twins, coupled infrastructure modeling, and AI-enabled situational awareness to quantify uncertainties, design resilience metrics, and support adaptive restoration and decision-making strategies. By integrating these advances, this Research Topic seeks to move beyond reactive system hardening toward proactive resilience-oriented operation, enabling future power systems to anticipate, withstand, absorb, and rapidly recover from severe disruptions.Topics of interest include, but are not limited to:• CPSS frameworks for smart power systems, including integrated modeling and simulation of cyber, physical, and social layers;• Multi-dimensional uncertainty characterization and risk assessment under extreme events;• Resilience metrics and evaluation methodologies for CPSS-based smart grids;• Adaptive resilience enhancement and restoration strategies for cyber-physical-social power systems;• AI-enabled situational awareness, digital twins, and intelligent decision support for resilient grid operation;• Human-in-the-loop operation, demand response behavior, and emergency response coordination in resilient smart grids;• Planning, operation, and regulatory frameworks for resilient CPSS-based energy systems.
