Virtual Power Plants and the Flexibility Frontier: Aggregating Distributed Energy Resources for Smarter Grid Balancing and Ancillary Service Provision
The rapid proliferation of variable renewable energy is reshaping how power systems are balanced. As conventional dispatchable generation retreats, grid operators face mounting pressure to maintain real-time supply-demand equilibrium using an increasingly distributed and heterogeneous asset base. Distributed energy resources (DERs), including rooftop photovoltaics, behind-the-meter storage, flexible loads, and electric vehicles, represent a vast and largely untapped balancing pool. However, their small scale and geographic dispersion make individual integration impractical. Virtual power plants (VPPs) have emerged as a transformative response, aggregating dispersed DERs into a coordinated, software-defined entity capable of providing grid services at meaningful scale. VPPs can coordinate distributed resources to provide ancillary services, including frequency regulation, reserves, and voltage support, and help to maintain a reliable and resilient power system. In parallel, demand-side flexibility is gaining recognition as a low-carbon, low-cost balancing resource, while energy communities are emerging as key local coordination actors able to amplify its grid impact. This Research Topic aims to consolidate and advance scientific understanding of VPPs, demand-side flexibility mechanisms, and energy community coordination as enablers of smart grid balancing. We invite original research articles, reviews, and perspective pieces addressing the technical, computational, regulatory, and socio-economic dimensions of these systems across different scales and grid contexts. We welcome contributions examining VPP control architectures, advanced optimization frameworks, and multi-layer dispatch strategies for heterogeneous DER portfolios, as well as studies on demand response program design, consumer flexibility modeling, and incentive mechanisms. Research on energy management systems for microgrid clusters and prosumer communities, including shared storage and flexible load coordination, is equally encouraged. Data-driven and AI-enabled approaches to flexibility forecasting and real-time DER coordination are of strong interest, as are studies on VPP and aggregator participation in balancing markets, ancillary services, and frequency regulation. Contributions addressing peer-to-peer energy trading, energy community coordination schemes, and techno-economic assessments of flexibility service provision are also within the scope of this collection. Work bridging theoretical advances with real-world deployment challenges, regulatory contexts, or pilot project outcomes is especially encouraged.Submissions must have a direct smart grid integration angle. Manuscripts may address, but are not limited to, the following themes:- VPP architectures, hierarchical control frameworks, and multi-layer dispatch optimization for heterogeneous DER portfolios- DER aggregation in distribution networks, including rooftop PV, behind-the-meter storage, EV fleets, and flexible loads- Demand response program design, flexibility quantification, and consumer incentive mechanisms- Energy management systems for microgrid clusters and prosumer communities with shared balancing facilities such as storage systems- Energy community coordination, peer-to-peer energy trading, and collective self-consumption schemes- VPP and aggregator participation in balancing markets, frequency regulation, and ancillary services- Data-driven, AI-enabled, and multi-agent approaches to flexibility forecasting and DER coordination- Regulatory frameworks and market design enabling demand-side flexibility participation- Techno-economic analysis and real-world pilot deployments of VPPs and demand response programsSubmissions focused on general energy forecasting without a grid balancing angle, or broad economic analyses without a technical nexus to power system operations, fall outside the scope of this Research Topic.
